The queues times are not a result of some bottle neck in the login system, which is what you are trying to say (too many people trying to log in at the same time). The queue times are a result of limits on concurrency – which is most easily visualized as the maximum number of concurrent players that can be on a server at the same time without causing everyone to have a terrible experience.
You have short queues during the day because fewer people are logged in to the server, not because fewer are trying to login Best BNS Gold Store. You don’t “skip the rush hour” by logging in early and going afk. The fact that you are on the server absolutely affects the queue for everyone who logs on after you. If you are on and AFK, you are contributing to the server reaching its maximum number of concurrent players without playing. Which means you are preventing others from playing, so that you can have the convenience of being able to play later when you want to play. You are consuming a shared resource.
Given the queues going from a few minutes to hours, someone that have few time to play and want play BnS, will not want waste that time waiting in queue but keeps its character afk and then, when it is playing time, will play.
High queues and afk are very related, most likely when queues will be eased, afk players will not be a problem anymore.
Not to mention, there are times you go afk for a number of reasons, so the correct way to handle this, is more towards any means to easy the queue, than just punishing who is afk.
Then, right now we are on day two of a new released game (at least, to the west) and all this login hammering is expected BNS Power leveling. Give it some days, and when all curious people/press/bloggers have done their stuff and login no more, all of this will calm down itself.
We had wait YEARS to have the game here, waiting a few days more I think is not so difficult.
